It's been like this for a few years. They just drag the CL games out over the 4 weeks they allocated to the UEFA cup while they play 2 rounds. It allows there being only 2 games per night so it doesn't split viewing figures so much. Personally I think it would work much better if the first 4 ties played home and away and finish and then the next 4.
