But my dad's mate had been the vets to get it done to his dog and then come back again and told us that. You falling for it is more forgivable

I just means that the dog has an identification micro-chip placed under it's skin so that if it is ever lost/stolen/runs away but is later found, the authorities can find out where it came from. I think that the chip will have a code stored on it, which will then be linked to a nationwide database type system that will contain the owner's details etc.
