A lot of the manipulation that goes on in City's accounts is facilitated by the ownership structure and shared assets at coaching and scouting levels, not illegal but does hide things like true staff costs as they treat them as consultancy fee's. It's something that needs to be looked at if turnover/wage percentages start getting used more as a gauge for sustainability.

 

The stuff that is illegal has/is being investigated and hopefully they get punished for it.
