Yes and no. Perez probably fouled in the first place, and was off balance when hitting the opponent. Difficult to say really. And the clown of a ref gave nothing at all before VAR intervened. Good example of how this new line of refereeing will cause dangerous situations rather than letting the game flow or whatever stupid idea is behind it. Klopp and Solskjaer were both right.
