Another take is -  the BBC said new information came to light in the last few days, quite likely the mother might not have even have known it was illegal and a possible police matter.

 

Wise not to call the bizzies in if your child has a sizable habit and it would more than likely damage the relationship with her child. It looks like this was reported at the time ITV and Schofield were all over the news.
