Depends whether it’s a sale of existing shares or new ones issued by the company. In the latter case there would be funds available for investment.

The notion that investment = transfer funds has always seemed, at the very least, utterly preposterous to me. At best it would be presented as necessary to pay the bills and allow us to maintain our usual net spend.
