This.  
 

The unit price is capped but how many units you use is up to you.  The £2.5k is based on average usage.

It’s because the price per kWH is something hardly anyone knows.  Much better to look at % increases and do the kind of worked examples they do with tax increases and such like.  So ‘if you live in a terraced house and normally pay x you’ll likely pay y unless you reduce your consumption’
