I'd guess so, it's what they do/used to do in some European leagues.

 

In France it's the 18th placed team in Ligue 1 and the winner of the Ligue 2 promotion playoff.

They already do this in Scotland.

When the play offs were first introduced in the late 80's the first two seasons it was a case of the semi-finals were played between the three sides finishing below the automatic promotion sides and the team one place above the relegation zone in the first division.
