It's astonishing that he could be shoehorned into a job as important as foreign secretary without even being an MP. He cannot even be held to account by MPs in Parliament. I didn't think it was allowed, it certainly shouldn't be.

On reflection I feel I've been harsh. 

Whilst I would be more likely to remember pieces of paper depending upon their importance. 

I.e pick up dry cleaning compared to what your government is doing is illegal.

 

Whilst thinking of the above example I (ironically, I think) remembered this is the same man who forgot he was with his kids in the pub, so maybe we should give his lack of memory the benefit of the doubt .
