You mean he's not good enough to be first choice? Given the fact he's not going to be, that's not a problem. As for starting, I'd rather play Shaqiri on the wing in the games we rest Salah or Mane over pretty much any other option in the team. That includes a fit Lallana. He just has better attributes for the position in the way we play. For 13 mill you'd be stupid not to do this, because you aren't going to find a player of his quality and pedigree for that price anywhere else. There is literally zero downside to this signing, because even if he doesn't work out, I would bet you could get a minimum of 20 mill for him if you sold him next summer, probably more.
