Hyppia is deffo a legend. He was a superb captain but also a steadying hand and an outstanding pro.

Based on achievements alone, I think Owen probably is, it's just that he ruined it all by being such a fuckwit.  For me, you need to have had a good 6-7 seasons at the club at least to qualify.  I think Reina is pretty close

I've seen other people saying that too and if Sami doesn't make it, I honestly don't know what you'd have to do to make it. 

 

10 seasons at the club, almost 500 appearances in all competitions, always at a high standard, 2 FA Cups, 2 League cups, a Champions League and a UEFA Cup - played in all those finals, presumably captain in a few. And a truly decent bloke to boot.
