Possibly. I'm no Ice Skater but why else would his high leg be where it was after the first collision if he wasn't trying to get the other player?

At first glance, there doesn’t appear to be any other reason than he’s tried to “do” his opponent. He could’ve just had a brief bit of the red mist descending and lashed out. But, that’s no justification or doesn’t remove any sort of criminal liability from him. It literally looks like he karate kicks him to the neck, deliberately, while wearing a bladed skate. Shocking. And he looks fucked, going forward.

I’ve watched the video again and the opponents foot just seems in such an unnatural position. But, in hindsight, it’s difficult to determine exactly what happened from a relatively poor quality video. I think the evidence from Johnson’s teammate who was in the coming together with the player whose skate cut Johnson’s neck will be pivotal in the decision to prosecute or not. 
 

If he says it was a minimal coming together then the authorities will investigate it further. But, if he confirms that he clattered into him with a hefty amount of force, then it’ll probably be deemed as an accident.
