When I looked at Sky to see who scored the 3rd, I didn't twig that Kudos on 45+10 was before Bowen on 48.

Yeah, totally agree. For that to be a pen, Gordon has to take control of the ball, but he doesn't. All he does it get in the eay of a swinging boot.

Phillips clearly kicks Gordon, but all Gordon was doing was hooking a foot in front of an already swinging leg. He wasn't playing the ball.

 

Can see why it was given, but I think you could easily argue it's actually a trip on Phillips.
