What counts as a miniseries? Is it the number of episodes or that there's only one season, or both?

Anything that consists of a predetermined number of episodes with a beginning, middle and end, be that 3, 6 or 10 episodes, as opposed to an ongoing television series.

Honourable mention to Generation Kill which is just outside last 10 years.

The Versace one is really good, the Impeachment one is ok..... The People vs OJ is genuinely superb television.
