The only stories I can see are about him putting investment into a mental health care scheme that gives quicker access in GP surgeries and relieves waiting lists at hospitals. I suspect the quote is either bollocks or taken out that context.

Yeah I know, her husband is some sort of head honcho at DWP too. 
 

I must have missed it the first time round but I was reading about A4E.
