They then gave him a penalty stroke at the end of his round.

its as clear as day that he didn't ground his putter and, seeing as the ball rolled backwards, he didn't touch the ball either. The USGA got away with this only because he had shots in hand.

It's a daft rule anyway. Jack Nicklaus never grounded his putter and so could never get caught out.
