I don't think what Ukraine is doing is particularly smart, because I doubt they can sufficiently hurt Russia to make them reconsider launching missile attacks so they need to retain the moral high ground. You must either be strong or cute, and I don't think they are strong enough for such a tit for tat (even if this would be the best).
