That's not how excess deaths work at all. They're literally measured against the average of the corresponding period in previous years.

I know mate, this data set uses the five years prior as the baseline - and both summers were below average. We both know why.

 

As I am happy to help as well I will be glad to mention you in this thread every few weeks so we can continue to develop your definition of "flat".

Commissioner Dermot Shea told NY1 on Tuesday that 89 officers are on leave without pay for not complying with the mandate.

The commissioner added that, while the number may change again, there’s no real concern to public safety.

“When you take into account our size, that’s 0.25 of 1 percent. It’ll probably move again for maybe another day or so,” Shea said. “When you look at where we are, we’re in really good shape.”

I'll wear a mask and respect people's personal space. I'll also acknowledge it's still a problem like it has been since last winter, before and since.
