Creating an image (220 x 176 pixels)

I need to create a 'web-ready' advert that has to be 220 x 176 PIXELS in size. MS Publisher only measures in mm/cm so any ideas about what software to use would be much appreciated. I also don't have Photoshop (and won't be buying it) but think there's a PS alternative called Gimp on download.com, though not sure if that would work. Ta.

Gimp will do it, no problem. You could create an image, then just import it to gimp and resize it.

GIMP is the best free graphics program I've ever seen. For a free bit of software, it's seriously good quality.
