They're already in a shit storm with Chelsea/Newcastle and being criticised over the fit and proper person test, they have a lawsuit pending with Man City (if that ever goes anywhere is up for debate) and having to issue a points deduction for another owner failing the P&S rules would be the icing on the cake.

But the premier League is just the 20 clubs, plus one share for the FA isn't it?

The idea of so called fashion and product photography is to present an air of desirability for the product that's being sold, and if that includes models, the ability to direct them to pose properly. If that's not a Red's pisstake, but a genuine image from an advertising agency, then the art director - and for the money that Homme would be paying, there certainly would be one at a photoshoot like that - and the photographer should both be fired.

Doesn't the league elect a chairman, Chief Exec and Directors to deal with the day to day running, the clubs vote on major rule changes and major deals with a 14 club majority.

 

I assume that the rules are voted on and agreed by the clubs and the elected officials are then given the power to apply those rules. There's no doubt a tolerance within that, that Everton have used to strike a deal.

 

I doubt, for example, that every time Everton want to make a signing that they'll need the agreement from 14 of the 20 clubs and that it'll be decided by the individuals appointed.

Yeah, but Everton have broken the rules, it surely needs the agreement of the clubs to let them off with being policed by the PL CEO or whoever, rather than the points deduction and fines that sit in the rules? I don't understand how they've bypassed that part - in fact there might as well not be any rules if the CEO just does what he wants.

It's within the scope of sanctions I think.

 

From the PL Handbook.

 

Quote

E.51. Subject to Rule E.53, if the PSR Calculation results in losses of in excess of £105m:

 

E.51.1. the Board may exercise its powers set out in Rule E.15; and

 

E.51.2. the Club shall be treated as being in breach of these Rules and accordingly the Board shall refer the breach to a Commission constituted pursuant to Section W of these Rules.

 

Rule E.15 States

 

Quote

E.15. The powers referred to in Rule E.14 are:

 

E.15.1. to require the Club to submit, agree and adhere to a budget which shall include, but not be limited to, the matters set out in Rule H.1.1 to H.1.3;

 

E.15.2. to require the Club to provide such further information as the Board shall determine and for such period as it shall determine; and

 

E.15.3. to refuse any application by that Club to register any Player or any new contract of an existing Player of that Club if the Board reasonably deems that this is necessary in order to ensure that the Club complies with its obligations listed in Rule E.14.7

 

Section W is the PL Disciplinary measures which includes points deductions.

 

So it looks like the first step is for the PL Board to monitor and set budgets for the club and in extreme or multiple abuses of the rules issue a points deduction.

 

Everton will have to be seen to dramatically cut costs across the board and bring the losses under control over a given period so I wouldn't be surprised to see a 'big name' or two depart in the summer if they struggle to do it in other ways.

 

For what it's worth H1 - H3 is

For the purposes of these Rules, Material Transactions shall comprise any payment or financial obligation (or any series of connected payments or financial obligations relating to the same transaction) made or undertaken by or to or in favour of a Club and recorded in its accounting and administration records which relates to any of the following:

H.1.2. remuneration of Players (including, for this purpose, any benefits they are entitled to receive);

 

H.1.3. payments to or for the benefit of Intermediaries; or

 

H.1.4. Third Party Payments, and remuneration of and payments to or for the benefit of Players or Intermediaries shall in each case include payments made by or on behalf of a Club to or for the benefit of a Player or Intermediary (as the case may be) including, for this purpose, to any company or trust in which the Player or Intermediary (as the case may be) has an interest.

 

H.2. Brief particulars of each Material Transaction sufficient to identify its date(s), its amount(s), the payer, the payee and the nature of it shall be recorded by a Club and the record shall be made available on demand to its Directors, its auditors and the League.

 

H.3. Directors of a Club (including non-executive Directors) shall take such steps as are reasonably necessary to satisfy themselves that their Club’s record of Material Transactions is complete and correct.

Let this be the righteous indignation and incentive other clubs fighting relegation need to send the fuckers down without any need for points deductions. 

 

It's a pure submissive cocksucking job, knowing they're in deep shit and being seen to be fully willing to do anything and everything asked of them, in order not to get whacked with an inevitable points deduction they would deserve.

 

On the presumption that there will be no punishment, they will be then fully complicit in the corruption involved in this sweetheart deal which seeks to circumvent rules and regulations to ultimately gain an advantage over rule-abiding competitors.

It wouldn't matter if it was a crisp packet that blew across the pitch, putting Richy Lad off, as he was about to equalise for the point they need to stay up on the last day, they would still cryarse their way to the ends of time with the least little thing. 

 

But why think about hypothetical crisp packets when there's modern colleagues of Thomas and Collina et al on the loose? This is more than enough to have them continue their martyrdom at the hands of referees for any length of time.

Financial fair play isn’t about financial fair play, it’s about having teams not go bust whilst they’re in the Prem. Plenty of clubs have hit major financial problems after they’ve gone down, and in many of those cases these have been stored up from their time in the top flight. 
There’s a chance that Everton might be the most cataclysmic collapse of them all (financially, in terms of the size of the club, history, etc). But the Premier League doesn’t really care - so long as the actual collapse doesn’t occur before relegation.
