How do you cheat, unless you are playing online? Aren't their watchers and adjudicators monitoring?

Well, this is the unknown. You can do it through devices worn in a shoe, through an earpiece, or through something resting in your armpit or, erm, other orifices.

If someone is telling them what move to make next why don’t they just play instead? Or am I missing something

They'd be getting their info from an engine, which is better than any human. Obviously you can't use your phone or whatever when over the board, but somebody else can and then feed you the info. Apparently top chess players only need the use of an engine once or twice in an entire game, so it's not even used often.

I listened to a podcast on this yesterday, both guys reckon he wasn't cheating but cheating is rife in the game. @Bjornebye in terms of how, they were saying the top players don't need to be told what move to make, just an indication that there is a better move is enough for them, they will find it once they know its out there. They both reckoned cheating at that level is nearly impossible, they are scanned like they're about to meet Putin.
