A quick glance the the premier league handbook would have given them a definition of what a working day was if they were struggling.

 

A.1.245. “Working Day” means any day on which the League Office is open for normal business but excluding, unless the Board determines otherwise, a Saturday, a Sunday or a Bank or Public Holiday

This is my point. It should be easy to know when you need to register players by. It seems it is. It's certainly not the PLs fault. Yet Frankie DeTory has them all wound up to distract from the shitball his team plays.

The section in the handbook that states what they need to do (rather than definition of working day) is here so they're bang to rights.

 

U.23. Subject to the provisions of Rule V.1, the deadline for receipt by the Board of all duly completed documents required by these Rules to effect the registration of a Player shall be 12 noon on the last Working Day before the date of the first League Match in which the Club making the application intends him to play, save that the international transfer certificate and evidence of eligibility to take up employment in the United Kingdom (in both cases if applicable) may be provided thereafter (but must be provided before the Player is eligible to play for a Club in a League Match).
