If you go on the BBC's page, they've put up the same picture that got him into trouble when he re-tweeted it. Which suggests that the FA's rule E3 doesn't seem to have any basis in reality as none of the organisations that have carried that image have got into any trouble over it.

Thank God for the FA indeed. At least they know the source of racism in British football is the influx of these damned, Non-white foreigners: Uruguayans, Ghanaians etc. we wouldn't have a racism problem otherwise.
