People over tighten using windy guns and the bolts stretch. Torque wrenches exist for a reason.

The wheel fell off the white banger skidding along the hard shoulder in the opposite direction. That it looks like an old Lada might explain the wheel falling off.

That makes it even weirder, so it came off of one car, hit another then hit the bike.

I didn't know they could be over-tightened. That's a little scary as most if not all garages use wind guns.

At first glance, it's easy to think this was just an idiot who didn't know how to ride. I read somewhere that there was a news item on this incident and the cause was a stuck throttle. Maybe the guy needed to simply turn off the engine and wheel the bike to the side of the road to check if the problem persisted, I don't know. The giant hole turns it into a Wile E Coyote skit.

 

It would be unbelievable if the guy hit on the head by the wheel in the other clip managed to survive that.
