I got one of these for just that purpose . Works great , runs on Ice Cream Sandwich and well under your budget . Get the 10" though as 7" is not really big enough for this use . Don't expect an iPad3 but it is great for the cash .

Perfect Viewer is free on the app store and is the best viewer I have tried .
