Exposed: Special procurement channels for ‘VIPs’ and Cabinet contacts

Leaked documents seen by Good Law Project set out special pathways by which “VIP” and “Cabinet Office” contacts could be awarded lucrative PPE contracts at the height of the pandemic – and at inflated prices.
Lord Bethell, a junior Health Minister, promised that “suppliers will be evaluated by Departmental officials on their financial standing.” But questions arose over how enormous contracts came to be awarded to dormant or new entities and those of dubious financial standing including:

  • PPE Medpro won two contracts worth over £200m to supply PPE to the NHS. The £100 company, set up by the former business associate of Conservative peer Baroness Mone, won the contract just seven weeks after it was set up.
  • SG Recruitment UK Limited, a staffing agency, won two PPE contracts worth over £50m, despite auditors raising concerns about its solvency. Tory Peer Lord Chadlington sits on the Board of its parent company, Sumner Group Holdings Limited.
  • P14 Medical Limited, controlled by former Conservative Councillor Steve Dechan, who stood down in August this year, was awarded three contracts worth over £276m despite having negative £485,000 in net assets.

The leaked documents disclose that special procurement channels – outside the normal process – were set up for VIPs.

They also show that Cabinet Office was feeding its contacts into the procurement process, outside the normal public channel.

Good Law Project is also aware that successful contractors – like Ayanda which received a £252m contract for supplying facemasks most of which were unusable – were guided through the process by the Cabinet Office.

Leaked document

The leaked documents also evidence a startling opportunity for price gouging by favoured suppliers.  It is only if prices were more than 25% above the average paid to other suppliers that questions were to be asked about value for money.

Leaked document

Good Law Project understands that most suppliers were operating on 10-20% margin. The leaked documents reveal that Cabinet Office contacts and others were helping ‘VIPs’ sell PPE to Government outside normal procurement channels. The information that Government would buy at 25% above the price paid to ‘regular’ suppliers was a licence to make enormous margins – 35% – 45% – on contracts sometimes worth hundreds of millions of pounds. Although Government has tried to cover up the per unit prices it paid to connected suppliers, we know that Ayanda enjoyed staggering margins above the prices paid to others. So there are certainly questions to be asked about whether other politically connected ‘VIPs’ benefited from lucrative inside information about pricing.

Count the Mone!

Michelle Mone has admitted that she stands to benefit from tens of millions of pounds of profit from personal protective equipment (PPE) sold to the UK government during the pandemic by a company led by her husband, Doug Barrowman.

In an interview with the BBC, the couple apologised for denying their role in the deal for more than three years.

But a defiant Baroness Mone said: "I don't honestly see there is a case to answer. I can't see what we have done wrong."

Mr Barrowman said that Baroness Mone "was always going to benefit, and my family will benefit in due course… her family benefit, my family benefit".

"That's what you do when you are in a privileged position of making money," he said.

People who took an anti-malaria treatment that Donald Trump touted as a cure for Covid-19 in the early days of the pandemic and waning days of his presidency were 11% more likely to die from the virus, according to a new scientific study.

The study’s authors – who published their findings in the peer-reviewed Biomedicine & Pharmacotherapy journal – also estimated that nearly 17,000 people in six different countries, including the US, died after contracting Covid-19 and taking the antimalarial hydroxychloroquine.

Doctors who prescribed hydroxychloroquine to treat Covid-19 at the height of activity restrictions meant to slow the spread of the virus did so off-label and without evidence that there was any clinical benefit, as the authors of the new study noted. The study’s conclusions “illustrate the hazard of drug repurposing with low-level evidence for the management of future pandemics”, its authors added.

Nearly 2 weeks of this shit now.

No energy, coughing my guts up, shits. Last few days I've felt OK then around 16.00 Thor twats me with his hammer and I'm sweating, delirious and want to die. Lasts 2 hours then OK again.

Never had anything like this when covid was in its pomp

Anyone got a miracle cure?

Taking Paracetamol, cough medicine and drinking plenty of water. Can't remember what advice was given.

Try a hot soup mate. I had some miso sachets and kept making some with a load of tobasco sauce in just so I’d sweat as much out as I could. Spicy seemed to work but water and paracetamol is really the main way. 2 weeks is long to have it that bad though. When I first had it it was 4/5 days of horrible.

I'll openly admit the two times I had it, it was rather mild.

But the one thing I did both times was get a box of solpadeine, and a 24 packet of bottled water.

I probably took 4 solpos a day, and drank 12 bottles each day. I was pissing every 20 minutes.

But by the 3rd day I pretty much right as rain.

The water is the trick.

Cheers Stig, I was on soup the first week and it was shit through the eye of a needle time.

Just met some English girl in town here, she had it for 2 5 weeks. Antibiotics and some turkish lemsip type stuff cleared her so just got and took them. Get Antibiotics over the counter here.

Why would someone take antibiotics for a virus?

Secondary infections perhaps? I know when I was hospital with COVID they gave me loads of antibiotics as well, possibly as a pre-emptive measure.

Or because it was right at the start of COVID and they didn't have a clue what to do!

No, all the test kits we had had run dry. But as far as I know no one tests anymore so how the fuck do we know what we've got?

Don't really see much difference between flu and covid.

All I know is that in my many years I've never felt so rundown. A lot of people here are the same. I had New year in a hotel in Antalya with all nations

Short answer to that after 3 tablets is I'm starting to feel better. As said, don't know what is was but like getting hit with a sledgehammer.

Antibiotics weren't going to make me worse and the shite I've been coughing up is no longer a nice shade of green.

That's interesting to hear. I mean they lied to us from the start and I just tried to get on with life. Early days but there helping.

I will be having a roast chicken Sunday dinner later. Just had bacon and egg toast, so I'm not off my food. Two weeks without a Becks is a killer though.

So you never actually tested for covid?

There has been another chest infection going around, I honestly don't know anyone that hasn't had it. Myself included.

I started feeling unwell on the 16th of December (work party night)

Then had a sore throat and cold like symptoms on and off over Christmas, but from just around new year on, it was coughing up crap every evening and morning.

Then on Wednesday I started with a wheezy cough, I'm a non smoker, so straight onto the doctor, got steroids and antibiotics.

Haven't bothered with the antibiotics, but have been taking the steroids and feel great, for the first time in nearly a month.

I don't know why people are afraid of taking medicine these days.

Back in the 80's the local doctors used to throw the drugs out like confetti at a wedding. I'm still here to tell the tale.

Glad you're feeling better

You never had covid, you had this other thing.

Over here in Ireland they've nicknamed it two things, the 3 week flu or walking pneumonia.

My thing started as more of a heavy head cold, but more chunky, sticky snot that came from right under my eyes.

In fairness to the doctor the other day that gave me all the drugs. She said I could have had sinusitis and now have a secondary infection.

The roids done the job for me, so I'll keep the penicillin for a real rainy day

It certainly sounds like that mate. Just talking to this girl who told me her symptoms and treatment picked me up.

Not the easiest thing seeing a Doctor here(or uk from what i hear) most people just go to the hospital.

Was going to says pics or gtfo, glad I didn't.

Where are you situated?

Dalyan in Turkey. About 45 mins from Dalaman Airport.

We've got a health clinic but the Doctor I'm registered to does not have a liking for foreigners!

Turkey has a decent health service but like all countries who operate on insurance policies they know if there's money to be made. All vaccinations where free though.

Life threatening illness like cancer are free.

For all its faults though, long live the NHS.
