Jocko Willink (sp) has a great take on this as an elite US Seal. Constant weapons training as a seal again and again. Till it was automatic. Cops get a couple of days then off you go.

Yeah, possibly one of those police operations that often blow up in their face, "reclaim the streets" based on police visibility and asserting their authority in a crime-ridden area that ends up in harassing local people at random. You can sort of comprehend the second part when he runs away (who wouldn't) because it is an out of control group dynamic of thugs, but the first part is even more shocking.
