It's obvious that Reps started it but Dems then carried it on and changed nothing. To be fair though Nancy did have her stock portfolio to deal with so you can understand her being busy with other things.

 

I don't think this should be a partisan issue though, both Dems and Reps have serious problems that need sorting out if anything is going to improve.

 

edit : to add another bit for more balance if needed, the entire drop from 414 floor-offered amendments in 2011 all the way to 0 in 2017 took place with Reps controlling the House the whole time. So they turned the entire thing to shit. It's still a shame that Dems didn't start to reverse that as soon as they took control in 2019 though.

It's house members getting to have their own amendments in the first place that's the issue I think. That happening can bring its own level of chaos too but members at least have more of a chance to actually change things and it's more democratic.
