Everybody bar a few on the ground and the Astonauts themselves new it was fake, they went into orbit in the rocket alright and did come back down.

People on the ground genuinely thought it happened so no need to cover that up. The shots on the Moon were faked in a studio and all there sworn to secrecy on pain of death. Apparently.

 

Alternatively, they never went back up because when they were up there they were threatened by aliens and told never to come back. One of the Astronauts tried it on with a lady alien I believe.

 

Believe what you will but in my mind the Moon is STILL made of cheese and ONLY populated by Clangers and a Soup Dragon.
