Attendances are a joke - here's an idea;

 

- rotate the games on a continental basis

- have the IOC set the budget per games

- each continent votes for its own host,

- each continent has to supply the cash between them for whoever wins the vote

Am I missing something? Each continent would have about 20 years between games (and wouldn't have to spend money on bids until it's continent's turn) so the winner would have a pool of money to draw on to cover costs.

Not sure how you beat that Fiji side? They are just so big and strong it takes 2 men to tackle them all the time. In 7's if you do that you create space and then you can run tries in. They are also so physical at the breakdown that they turn the ball over for fun.
