Constant electric shocks off my iPhone when it's charging

I have my iPhone charging through the USB on my laptop that is also charging and for the past hour I've noticed little stings on my left forearm and elbow. They weren't bothering me that much but I got a text and picked up my iPhone 4 and I got a strong electric shock off it and I realised that was what was causing the little stings.

 

I have it flat down on my bed and I keep rubbing my left elbow down the side and on the sound buttons and I can feel electric shocks going through my arm now.

 

Is my phone broken or is this just shitty hardware?
