Surely it's simple enough.

 

If the last touch by an attacking player was going into the net ( ignore the goalkeeper or the pace of the ball or whatever ) then it is their goal.

 

If not, then whoever diverted it into the net, its theirs.

 

If the camera angle is inconclusive then the attacker gets it.
