First of all we probably never offered 12m. We offered 12 + babel, which is more like 18m. Second, I think he certainly is worth 20m pounds, if you compare with the market. Whether we should spend 20m on him is another story. I think we desperately need a winger first and foremost, that would be my priority. If we can afford both great.
