The lists are correct. You can have an unlimited number of players on the B list. But just 25 on the A list. You need 8 locally-trained players on the A list and at least 4 of those have to be club-trained players. Chelsea only have 22 players on the A list because they only have Terry as club-trained player. The three other spots have to be empty. The association-trained players for Chelsea are A.Cole, Bridge, Lampard, J. Cole. Just 17 players are left over for non locally-trained players.
