The bulk of that is excess spending beyond the £105 million over three years limit. Completely unacceptable. The lack of procedural process is appalling. It's a couple of mates watching TV and reviewing decisions from their front room. They are putting VAR and by definition themselves ahead of sporting integrity. Compare this to the way Rugby Union is normally officiated where there is a clear and communicated process they follow.
