Not a day goes by without reports of a rape or two that occurs in this country. Many of them are repeat offenders. If we're not careful we will end up with a rape epidemic the likes of which only affect countries like South Africa. This is why I propose a humane way to permanently stop rapists from striking again. It is well known that rapists aren't normal men. They do not rape just because they want sex but because they enjoy brutalising and controlling women (and men). This means that almost every rapist that has struck once will almost certainly do so again if he is free to roam. This is why I propose chemically castrating first time offenders, so that they may never rape again. I'm certainly not averse to the usual method of surgical castration, i.e. removing the testicles, but I doubt the EU would ever permit this, given their "human rights" laws, or "criminal rights", to be more precise. The US has used this procedure to "treat" offenders. Why don't we do the same? It will stop repeat offences immediately and we can reduce jail time too. I think I deserve a rep or two for this great suggestion.
