That should lead to a change of rule. Not a scrapping. e.g. the free-kick can be taken anywhere in a 5 yard radius; or the free-kick has the option of being moved closer. The refs have to work to become respected. Not by some stupid campaign, but by being seen as people who help the game run smoothly, by applying the rules. Rather than someone who makes seemingly bizarre decisions, to the point where people have convinced themselves they are biased.
