Israel (and Syria and Iran) were surely involved, but there was a civil war as well.

 

In a nutshell, after the ethnic cleansing of Palestinians in 1948 the PLO started operations against Israel from Lebanese soil in the sixties.

 

The Lebanese were divided, some supported the PLO and some refused the use of Lebanese soil as a base to operate against Israel, preferring to stay neutral.

 

War lords played on religious divides to make it a war between Muslims and Christians (even though both Lebanon and Palestine have Muslim and Christian populations, and even though the PLO itself had some christian leaders and members).

 

Syria’s Assad regime took the chance to send his army to Lebanon under the pretense of restoring peace, effectively occupying the country for 3 decades after (apart from the south of Lebanon which was occupied by Israel at around the same time).

 

Iran also took the chance to establish Hizballah as a so-called resistance and use the Palestinian struggle as a pretext to gain influence in the region.

 

Israel also took the chance to invade Lebanon, up to Beirut then retreat to south Lebanon where it stayed for 20 years under the pretense of creating a buffer zone.
