Phil Dowd is the best, or the least shittest. I hope it's him. I used to like Halsey but he's given some shocking decisions since his return especially the non-penalty for Wolves on Saturday and if I remember rightly he also fucked Wolves on one of his first games back last season when they played Spurs at home and drew 3-3.
