Almost. 
The rule was that, in instances where a league already had the maximum of four Champions League places, and a team from that league won the competition but did not finish in the top four domestically, it was up to the domestic FA to decide which of the two teams would play in the Champions League the following season.

When something similar happened in Spain, Spanish FA obviously binned Real Sociedad for Madrid. Everton were the opposite of victims; they could have easily been dumped straight into the UEFA Cup - there was an obvious precedent.

They never said a word when 5 English teams qualified a few years ago or why all the smaller leagues have been given more hurdles to overcome since to qualify for the group stages by playing more games. 

They have no rational thinking. In every sport, even going back to jousting, a champion has the right to defend that title. Shower of cunts.

Evertonians can hold down responsible jobs, be normal rational human beings and make logical choices. As soon as it comes to footy and Liverpool FC in particular they just become irrational biased jibbering wrecks.

Terry Leahy is a Scouser and famous Everton season ticket holder who ran Tesco for years. I guarantee if you’d been on a work do with him and he’d had a few drinks and he got to know you were a Scouse red he’d be calling you a murderer within two minutes.

Kevin Kilbane was on football focus a while back and said that game affected Evertons entire season. 

 

He said every time they asked Collina about a dodgy decision he smirked and wouldn't answer. 

 

Funny the way everyone is against them and things affect them forever.

You can plot the route they would have had in the European Cup in 85/86, because a "bye" went into the draw in their place.

 

Anderlecht (a decent side back then, led by Enzo Scifo) got the bye, so Everton - who have only ever beaten one good European side in their history - would have had to get past them.  The second round would have been an easy tie against Omonia, before a rematch with Bayern (Matthäus, Rumenigge, etc) in the quarters. Assuming they repeated their greatest ever result, they would have met Steaua in the semis; needless to say, the real-world winners would not be a pushover. That would take Everton 1986 - that year's second-best English team - to a final against Barcelona (who had seen off champions Juve en route to the final).

 

And they've all convinced themselves that they would only have had to turn up to win the trophy. Nobheads.
