It's not laughable at all. The dictionary definition of the word legend is:

 

"One that inspires legends or achieves legendary fame."

 

I'd say that there are some legendary tales such as that time that he recieved a 45 yard header from Le Tallec and did this lobbed volley over Buffon from 80 miles away, or this other time when he scored against Chelsea and it was so far over the line that it went all the way around the world, disguised itself as a gypsy in a Reading kit and smashed Petr Cech's skull in.

I say cult as to me to be a legend you have to be an amazing player. Garcia to me is average.

 

See I think that you, along with many other people who posted on this thread are making up the meaning of the word legend to be something like "amongst the greatest players that this club has ever produced".

 

Garcia isn't a cult hero. A cult hero implies that a number of people think that he was good when he actually wasn't. Luis Garcia was a really good player. He wasn't in the top twenty greatest players at the club and he was very frustrating at times. However, his contribution to the club was absolutely legendary and the sort of stuff that people will talk about for years to come, like Brucie's wobbly legs from 25 years ago. I'd say that makes him a legend.
