No, I don't think there's much English in it really. But RTE employees in particular tend to adopt some excruciating version of a "proper" accent. And "country folk" who go to college in Dublin also tend to end up with strange accents. There's also the Americanization of middle class female accents in Dublin... 

 

I'm just guessing, to be honest. But it's fucking weird and horrible.
