This may not be the most important point (and it probably doesn't reflect well on me that I even thought about it) but isn't that equipment belt full of stuff like pepper spray and handcuffs? There's got to be lots of rules about the safe and secure handling of that equipment, and I'd guess that letting a prisoner back-scuttle you while you're wearing it doesn't fall within those rules.
