Think you need to contact the local council if it's a public event over a weekend so Id start there.

Approach Culture Liverpool’s dedicated events team. I’d just ask for a general outline without giving your ideas away.

Might be a bit of a tangent depending on what you’re planning but look up Independent Liverpool and maybe get in touch with them?
 

They represent a lot of the restaurant and bar scene, and run a loyalty card scheme. If the event needs catering a couple of food stalls from some of the quality places would be decent. 
 

Maybe try and find out the organisers behind things like the Christmas Markets by St. George’s Hall, the Smithdown Festival or Granby Markets, and approach them for some advice. 
 

There are a lot of hoops to jump through for public events like risk assessments, security and bathroom facilities but I reckon you could find that out easily enough with the help from Culture Liverpool.

It'll probably involve making a generous donation to the third Mersey Tunnel workers' benevolent fund.
