Yes. That's exactly what it is.

The various associations of each European county wanted to reduce the number of pointless friendlies. So UEFA said lol yeah sound, then replaced them with competitive matches instead and put a tin pot trophy at the end so it generates more money. 

 

Apparently they're thinking about putting the south American teams in the 2024 version, I might have a passing interest at that one if that happens.
