I don't understand how so many people are confused.

Obviously a penalty and Kane getting fouled all night. 

English players don't dive, only dirty foreigners. 

 

Incidentally only time I have ever heard the TV ref disagree with the on field official, was when he gave a free kick against Kane and not a penalty. Even our refs know English players don't dive.
