I find it all a bit obtuse and avant-garde when it comes to 'best ofs'.

My flatmate was bang into rap etc, but his best artists were the likes of Nextmen, or Dilated Peoples, or MF Doom.  

"mate, listen to this by J Dilla".

 

We all do it though, maybe not to rap music but to anything else we think we're an officionado of, we like to make believe we're experts in our field.

Tupac was irreversibly damaged by the actions both of other rappers, women, money makers and most importantly himself. He was a great artist early on with tracks such as Dear Mama and Keep Ya Head Up. Then he was imprisoned for rape and shot by someone and it was murmured in his ear it was his musical rivals, which I've never really considered to be an option. Once he turned bitter, his music went the same way and it was never the same again.
