I'm guessing it's so that even if any 4th round tie has to be postponed due to Covid, the next round can still begin for teams that get through their ties and are Covid-free. It's pragmatic but also ensures that the whole competition won't grind to a halt (unless the whole sport has to enter a total lockdown like last year).

 

As for our draw, imagine my complete lack of surprise.
