Having a quick look at things and initial thought is some teams are really hard with the 1990 cut off. Everton are unbelievably shit.

There's probably 10-15 decent Everton players in the past 30 years if you take their whole career's work into account, not just their time at Everton. So yeah, not great for them.

On the debut part "must have made his debut after 1990 for any club", does that mean a player who played in the 80s is eligible but not for any side he played for before 31st Dec 1989?

Taking John Barnes as an example, he made his debut for Watford in 1981 (a club), so it is irrelevant whether he made his debut for Newcastle in 1997 (another club).

Also the question was already asked earlier in thread and clarified upon
