Without getting too far into the weeds the answer to the last sentence is no - twice.

On the 16th he couldn't have said that as it was not yet approved, in addition to the fact that Pfizer did not take any gubmint money to develop their products. They have a quarter million doses available right now.

As of yesterday doctors are prescribing it.

They did get a 2 billion dollar initial order from the government, which is a form of aid (creating guaranteed market). And their German partner did take some German money (although I don't remember in which phase exactly, may have been the production).
